House Appropriator Criticizes Proposed FDA Funding A key House Democrat told FDA that the Obama Administration's budget proposal for FDA falls short and is not enough to guarantee food safety. During Subcommittee hearings, the House Appropriations Agriculture Subcommittee Chair Rosa DeLauro (D-CT) told the Acting FDA Commissioner Joshua Sharfstein that the budget "sounds to me like buzzwords from a prior administration. A real change from the past would be a plan on food safety that identified the foods at greatest risk, that dealt with enforceable performance standards on pathogens." President Obama's FY10 budget calls for $3.2 billion for FDA, a 19 percent increase over FY09. CBP Issues Instructions for Post Summary First Sale DeclarationCBP has previously advised that the "first sale" declaration required at the time of entry does not meet the requirements for submission of a PEA. A Chicago Area Pipeline advises that post-summary "first sale" declarations may be disclosed to CBP in an aggregate manner. The importer may submit a letter to the respective port of entry with a spreadsheet of entry summaries for which the value was based on the "first sale" and the declaration was not made on the entry summary. |
